«GUSEV TECHNOPOLIS: THE TERRITORY OF SCIENTIFIC AND TECHNOLOGY DEVELOPMENT» PROJECT

Association of Kaliningrad Region’s manufacturers and traders of radio electronic equipment General Satellite Corporation was organized in 2008 with the purpose of promoting innovation development in Russia, particularly digitalization of TV broadcasting in Russian Federation by creation of system of up-to-date highly automated production facilities capable to supply consumers’ demand in digital set-top boxes. The Association is the general sponsor of the project «Gusev technopolis: the territory of scientific and technology development», the implementation of which started in Gusev town, Kaliningrad Region in 2008.

«Gusev technopolis: the territory of scientific and technology development» project.

Project goal: creation of the new effective pole of innovation development of Russia in Gusev town.

Project objectives:

• Integral development of Gusev town economy, improving its social and communal infrastructure, creation of opportunities for developing innovation activity and transformation of Gusev town to technopolis by 2013.
• Creation of radio electronic industry cluster in Gusev town. Construction of 5 high-tech facilities is contemplated by the project, two of which already have been started.
• Approbation of innovation development model for Russian small town, which can be implemented upon the results of the projects in other small towns of the country.

Investment volume for the project (years 2008-2013): EUR 229 million.

Already invested: EUR 49 million.

Technopolis area: 400 ha.

Project stages completed in 2008-2009

2008

• Construction of the plant manufacturing radio electronic devices for household purposes;
• Construction of the plant manufacturing metal ware and plastic products using impact molding technology

2009

• Completion of plants’ construction that started in 2008.

• Putting plants into operation, reaching full capacity

Plant manufacturing radio electronics devices for household purposes is the Europe’s and CIS’ biggest enterprise manufacturing digital TV adapters.

• Commencement of construction of the plant manufacturing corrugated paperboard and packaging
• Commencement of setting up house building factory.

Construction project of house building factory is implemented with support of the Government of the Kaliningrad Region. First of all it’s oriented to solving the social problem, i.e. providing comfortable and inexpensive cottages to local citizens, technopolis employees, including researchers, students and developers. The first cottage village consisting from new houses will be built according to 3D module technologies will appear in Gusev in fall 2010.

Project realization 2010-2013:

2010

• September – putting into operation the plant manufacturing corrugated paperboard and packaging.
• September – putting into operation house building factory.
• Fall — Commencement of construction of the first stage of cottage village in Gusev town
• Laying foundation for production complex manufacturing 65 µm microprocessors and 4-layer boards

2011

• Settlement of the first stage of the cottage village.
• Putting technopolis’ cultural and business complex into operation

• Setting up venture fund

• Laying foundation for University Education and ScienceComplex and business incubator

• Integral improvement of technopolis territory

2012

• Arrangement of education process in University Education and Science Complex;
• Construction of the second stage of cottage village in Gusev;
• Putting microelectronics plant into operation;
• Integral improvement of technopolis territory.

2013

• Setting up design bureau;
• Arranging customs and warehouse complex;

Assumed project results:

Following production facilities are working in Gusev city:

• plant manufacturing radio electronics devices for household purposes
• plant manufacturing TV antennas and housings
• plant manufacturing corrugated paperboard and packaging
• house building factory
• microelectronics plant.

Educational, Scientific and Research center is operating, consisting of:

• Design bureau

• University Education and Science Complex (UESC)

• Venture fund for support and implementation of R&D works, created both within and outside Technopolis

• Business incubator – technopark (BIT)

Social and economic results for the town and the region:

• Improvement of level and quality of life of town and area
• Promotion of innovation and business activities in the Kaliningrad Region
• Creation of the new growth pole of the Kaliningrad Region in Gusev

Country-wide results:

• • Creation of the up-to-date cluster of radio electronics industry, with the potential to become the locomotive power for industry’s innovation development
  • Testing innovation development model for small town of Russia based on Gusev’s example
  • Creation of the system of companies capable to provide mobile digitalization of Russian TV
  • Creation of the complex of companies for innovation growth and attraction of Russian and foreign investments in domestic high-tech manufacturing industry

  • Establishing image of Russia as technologically advanced country

Public Company NPO «Digital Television Systems» – radio-electronic equipment manufacturer providing assembly services of any radio-electronic equipment of all varieties and for every purpose, from consumer electronics to highest quality medical apparatus and devices for the military. Plant supports full production cycle, starting with board surface mount to assembly of a finished product, testing and packing. «Digital Television System» is included into the list of suppliers of United Nations.
